Thank you for your question. When paired with the 10-0027 motion sensor (link below), this 4 ft LED strip fixture does support a two-stage operation mode — meaning it can stay on at a dimmed standby level and then increase to full brightness when motion is detected:

However, this feature works only when the sensor is installed and configured for “bi-level dimming.” The fixture by itself does NOT have built-in motion or dim-to-bright capability — it requires the external sensors.
So yes, with the correct sensor installed, the fixture can operate exactly as you described:
✔️ Light stays on continuously at a low level
✔️ Brightens to full output when motion is detected
